| Abstract: | ศึกษาปัญหาการแตกแยกของพรรคการเมืองที่ร่วมรัฐบาลผสมเดียวกัน อันเป็นการแตกแยกทั้งภายในของแต่ละพรรคการเมือง และการแตกแยกระหว่างพรรคการเมือง โดยได้ศึกษาเปรียบเทียบจากกรณีรัฐบาลผสมของนายชวน หลีกภัย กับรัฐบาลผสมของนายบรรหาร ศิลปอาชา ผลการวิจัยพบว่า การเกิดการแตกแยกของพรรคการเมืองในรัฐบาลผสมทั้งสองรัฐบาล มีสาเหตุมาจากการเกิดความขัดแย้งที่แตกต่างกัน โดยในรัฐบาลของนายชวน หลีกภัย จะเกิดจากความขัดแย้งเรื่องของความไม่เห็นชอบร่วมกัน ในนโยบายการทำงาน และมีความคิดเห็นที่แตกต่างกันเป็นปัจจัยหลัก ขณะที่ความขัดแย้งเกี่ยวกับตัวบุคคลและผลประโยชน์เป็นเพียงปัจจัยรอง ในทางตรงกันข้ามรัฐบาลนายบรรหาร ศิลปอาชา จะเกิดปัญหาความแตกแยกของพรรคการเมือง โดยเฉพาะภายในพรรคชาติไทยที่เป็นแกนนำรัฐบาล จากการขัดแย้งกันในเรื่องแก่งแย่งตำแหน่งรัฐมนตรีเพียงประการเดียว ผลที่เกิดขึ้นพบว่า การเกิดการแตกแยกของพรรคการเมืองในรัฐบาลผสม มักจะทำให้รัฐบาลผสมประสบกับความไร้เสถียรภาพอยู่เสมอๆ และทำให้การเมืองไทยในระบบรัฐสภามีความอ่อนแออยู่เรื่อยมา |
| Other Abstract: | This study of internal fragmentation of political parties within coalition government as well as the reallignment of the coalition during the Chuan Leekpai and Banharn Silpa-archa administrations shows that internal fragmenatation of parties under Chuan administration stems from ideological conflicts and conflicting policies with personal conflicts and conflicts of interests as minor causes while, in Banharn administration, the only cause of conflict is the squabble for ministerial posts. The consequence of political fragmentation is instability of the coalition government which weakens parliamentarian system of Thai politics. |
