| Abstract: | ความมุ่งหมายของการวิจัย 1. เพื่อศึกษาโครงสร้างของระบบบริหารการศึกษาภายในโรงเรียนมัธยมศึกษาสังกัดกรมสามัญศึกษาในเขตศึกษา 2 2. เพื่อศึกษางานบริหารการศึกษาภายในโรงเรียนมัธยมศึกษา สังกัดกรมสามัญศึกษาในเขตศึกษา 2 โดยเฉพาะงานวิชาการ งานบุคลากร งานกิจการนักเรียน งานธุรการ และงานด้านความสัมพันธ์กับชุมชน 3. เพื่อศึกษาปัญหาเกี่ยวกับโครงสร้างของระบบบริหารการศึกษาภายในโรงเรียนมัธยมศึกษา สังกัดกรมสามัญศึกษาในเขตศึกษา 2 และปัญหาเกี่ยวกับงานบริหารการศึกษาทั้ง 5 ประเภทในโรงเรียนดังกล่าวในข้อ 2 วิธีดำเนินการวิจัย ประชากรที่ใช้ในการวิจัยครั้งนี้ ประกอบด้วยโรงเรียนมัธยมศึกษา สังกัดกรมสามัญศึกษาในเขตศึกษา 2 รวม 14 โรงเรียน ทั้งนี้โดยยึดจังหวัดทุกจังหวัดในเขตศึกษา 2 เป็นกลุ่มตัวอย่าง การเลือกโรงเรียนมาเป็นกลุ่มตัวอย่างนั้น ใช้วิธีสุ่มตัวอย่าง (simple random sampling) มาร้อยละ 50 ของโรงเรียนในแต่ละจังหวัด ส่วนการเก็บรวบรวมข้อมูล ใช้เทคนิคในการสังเกต สัมภาษณ์ และสอบถามจากกลุ่มตัวอย่าง 3 กลุ่ม คือครูฝ่ายบริหาร ครูฝ่ายวิชาการ และผู้ปกครองนักเรียน ข้อมูลที่ได้มานั้นใช้การวิเคราะห์ค่าร้อยละ และคะแนนเฉลี่ยในการเปรียบเทียบผลการวิจัย 1. โรงเรียนมัธยมศึกษาในเขตศึกษา 2 ส่วนใหญ่จะมีโครงสร้างของระบบบริหารการศึกษาที่คล้ายคลึงกัน โดยมีอาจารย์ใหญ่เป็นผู้รับผิดชอบสูงสุดในโรงเรียน และมีผู้ช่วยอาจารย์ใหญ่หรือหัวหน้าฝ่ายรับผิดชอบงานในฝ่ายต่างๆ ซึ่งมักจะมีอยู่ 3 ฝ่ายใหญ่ๆ คือฝ่ายวิชาการ ฝ่ายการปกครอง และฝ่ายธุรการ โรงเรียนส่วนใหญ่ไม่ได้จัดทำแผนภูมิการจัดแบ่งสายงาน (organization chart) และการแจกแจงรายละเอียดของงานในหน้าที่และความรับผิดชอบของฝ่ายต่างๆ ไว้เป็นลายลักษณ์อักษร 2. ครูฝ่ายบริหารมีความเห็นว่าโรงเรียนปฏิบัติงานบริหารการศึกษาอยู่ในระดับปานกลาง ยกเว้นงานด้านความสัมพันธ์กับชุมชนที่โรงเรียนปฏิบัติอยู่ในระดับน้อย และเป็นอันดับสุดท้าย งานบริหารการศึกษาที่โรงเรียนปฏิบัติมากเป็นอันดับ 1 และ 2 คืองานบุคลากร และงานธุรการตามลำดับ 3. ครูฝ่ายวิชาการมีความเห็นว่าโรงเรียนปฏิบัติงานบริหารการศึกษาทั้ง 5 ด้านอยู่ในระดับน้อย โดยปฏิบัติงานด้านธุรการ และงานบุคลากร มากเป็นอันดับที่ 1 และ 2 ตามลำดับ และปฏิบัติงานด้านความสัมพันธน์กับชุมชนมากเป็นอันดับสุดท้าย 4. ผู้ปกครองนักเรียนมีความเห็นว่า โรงเรียนปฏิบัติงานด้านบุคลากรและงานธุรการ ค่อนข้างมาก และอยู่ในระดับ 1 และ 2 ตามลำดับ ส่วนงานที่โรงเรียนปฏิบัติมาเป็นอันสุดท้าย และอยู่ในระดับน้อย คืองานด้านความสัมพันธ์กับชุมชน |
| Other Abstract: | Purposes of the Study 1. To study the structure of educational administrative system of secondary schools in the second educational region. 2. To study the educational administrative tasks of secondary schools in the second educational region, especially in the fields of academic, personnel, students affairs, business and public relations administration. 3. To study the problems concerning the structure of educational administrative system of secondary schools in the second educational region, and those concerning the five educational administrative tasks. Methodology The population used in this research consisted of 14 secondary schools in the second educational region. Every province in the second educational region was the sample. Fifty percent of secondary schools in each province was drawn out to be sample by the method of simple random sampling. The techniques of observation, interviewing and questionnaires were used to collect data from the samples, which included administrators, teachers and the students' parents. The percentage and arithmetic mean were used to analyze and compare the data. Findings 1. Moat secondary schools in the second educational region have similar structure of educational administrative system. The principals stand for the highest responsibility, and have assistant principals to take care of academic, student affairs, and general administrative func¬tions. Most secondary schools do not have organization chart or even written job descriptions for their personnel. 2. The administrators viewed that secondary schools carried out the educational administrative tasks in a Moderate degree. However, their public relations duties were rather low, and ranked the lowest in the function order. Personnel and business administration were considered to be their first and second main tasks, respectively. 3. The teachers showed that secondary schools hardly carried out the five educational administrative tasks. However, they concentrated on business and personnel administration as their first and second main tasks, respectively. Public relations was showed last in the administrative order. 4. The students' parents openionated that secondary schools concentrated on their personnel and business administration to a great degree, and they were both ranked as first and second main tasks, respectively. The schools performed badly in their public relations administration funotions, and this was listed last in the order. |
