dc.description.abstractปัญหาและอุปสรรคที่สำคัญในการพัฒนาอุตสาหกรรมเครื่องประดับเพื่อการส่งออก อันเป็นอุตสาหกรรมที่หารายได้เข้าประเทศเป็นจำนวนถึง 11,974 ล้านบาท (ในปี พ.ศ. 2532) คือ การขาดแคลนทองคำ ซึ่งเป็นวัตถุดิบสำคัญในการผลิตเครื่องประดับ การขาดแคลนทองคำมีสาเหตุเนื่องมาจากทองคำเป็นสินค้าที่มีกฎหมายและกฎระเบียบควบคุมการนำเข้าและส่งออกอย่างเข้มงวด อันเนื่องจากเหตุและควานจำเป็นในอดีต แต่ในปัจจุบันเหตุและควานจำเป็นในการควบคุมการนำเข้าและส่งออกทองคำได้สิ้นสุดลงแล้ว การควบคุมการนำเข้าและส่งออกทองคำ จึงไม่ใช่สิ่งที่ควรกระทำต่อไปและโดยเฉพาะอย่างยิ่ง การควบคุมก่อให้เกิดปัญหา อันเป็นอุปสรรคสำคัญต่อการขยายตัวของอุตสาหกรรมเครื่องประดับเพื่อการส่งออก ซึ่งเป็นอุตสาหกรรมเพื่อการส่งออกที่ก่อให้เกิดรายได้เข้าประเทศเป็นจำนวนมาก จึงน่าที่จะได้นำเรื่องการควบคุมการนำเข้า และส่งออกทองคำมาพิจารณา เพื่อหาแนวทางที่เหมาะสมในการเปลี่ยนระบบการควบคุมมาเป็นระบบการนำเข้าและส่งออกทองคำเสรี โดยมีเป้าหมายที่จะแก้ไขปัญหาและอุปสรรคของอุตสาหกรรมเครื่องประดับเพื่อการส่งออก เพื่อให้เกิดประโยชน์สูงสุดแก่เศรษฐกิจของประเทศ
dc.description.abstractalternativeOne of the most important problems of development of jewelry export industry which brought an income of 11,974 Million Baht (In 1989) into the country is a shortage of gold, an important raw materail in jewelry production. The reason for the shortage is that gold Is under strict legal import, and export control due to various historical reasons. However, at present, reasons for control such have already been obsolete. The control should, as a result, no longer be in effect, since it has led to problems against expansion of jewelry industry. The issue of a control should now be taken into consideration in order to search for an appropriate policy of free import and export. The new policy will eliminate obstacles prevalent in the industry and maximizing national economic benefits.
