| Abstract: | การศึกษาครั้งนี้เป็นการศึกษาเพื่อวางแผนรองรับการพัฒนาเฉพาะพื้นที่โดยรอบบริเวณ ซึ่งจะเป็นที่ตั้งศูนย์ราชการจังหวัดนครสวรรค์ในอนาคต โดยมีวัตถุประสงค์เพื่อศึกษาแนวโน้มการเปลี่ยนแปลงทางกายภาพของพื้นที่โดยรอบศูนย์ราชการจังหวัดนครสวรรค์จากการจัดสร้างศูนย์ราชการจังหวัดโดยศึกษาศักยภาพและขีดความสามารถในการพัฒนาพื้นที่โดยรอบในการตอบรับการพัฒนาศูนย์ราชการจังหวัดนครสวรรค์ และศึกษาสภาพปัญหาและแนวโน้มของปัญหา อันเนื่องมาจากการพัฒนาพื้นที่โดยรอบศูนย์ราชการจังหวัดนครสวรรค์ พร้อมทั้งเสนอแนะแนวทางการพัฒนาพื้นที่โดยรอบให้มีความสอดคล้องและสัมพันธ์กับการพัฒนาศูนย์ราชการจังหวัดนครสวรรค์ การศึกษาพบว่า พื้นที่โดยรอบศูนย์ราชการจังหวัดนครสวรรค์เป็นพื้นที่ชานเมืองที่เป็นผลกระทบจากการพัฒนาศูนย์กลางเมือง โดยพัฒนาด้านที่อยู่อาศัยสำหรับผู้มีรายได้ปานกลางและมีความต้องการสาธารณูปโภคและสาธารณูปการที่สำคัญ จากการตอบสนองต่อความต้องการจากภาครัฐและภาคเอกชนตามขีดความสามารถในปัจจุบัน ชี้ให้เห็นว่ามีการขาดแคลนสวนสาธารณะ ระบบถนน และการเชื่อมโยงพื้นที่ภายใน การให้บริการน้ำประปา การบำบัดน้ำเสีย และการระบายน้ำ ประกอบกับจะมีการเพิ่มขึ้นของข้าราชอารและประชาชนที่มาติดต่อราชการจากการจัดสร้างศูนย์ราชการจังหวัด ซึ่งจะเพิ่มความต้องการที่อยู่อาศัย สาธารณูปโภคและสาธารณูปการในอนาคต ดังนั้น การศึกษานี้จึงเสนอแนะแนวทางและมาตรการการควบคุม การใช้ที่ดินให้เป็นไปตามข้อกำหนดผังเมืองรวมเมืองนครสวรรค์ที่กำหนดให้เป็นเขตที่พักอาศัยหนาแน่นปานกลางและหนาแน่นน้อย โดยควบคุมการใช้ประโชน์อาคารเพื่อกิจการอุตสาหกรรมเครื่องยนต์การค้าขนาดใหญ่ และที่อยู่อาศัยอาคารสูงและห้องเช่า บ้านเช่าที่ไม่ได้มาตรฐาน ซึ่งมีแนวทางและมาตรการในการส่งเสริมสนับสนุนการจัดระบบสาธารณูปโภคและสาธารณูปการที่สำคัญคือ ถนน ไฟฟ้า ประปา การระบายน้ำ และการบำบัดน้ำเสีย การจัดสวนสาธารณะ การบริการรถสาธารณะ และการป้องกันอัคคีภัยเพื่อให้บริการแก่ความต้องการที่เกิดขึ้นทั้งจากประชาชนที่อาศัยอยู่โดยรอบศูนย์ราชการและจากการจัดสร้างศูนย์ราชการจังหวัดนครสวรรค์ |
| Other Abstract: | This study involves development planning for specific area which will locate the Nakorn Sawan Civic Center in the future. The objective of the study is to investigate physical changes of the surrounding area of the Nakorn Sawan Civic Center as a due result of the civic center construction. It analyses development potentials and capabilities of the area ; identifics present problems and those that may arise as a consequence of the development ; and makes recommendations of future development of the surrounding are in accordance with, and in relation to the setting up of the civic center. The study found that the surrounding area of the Nakorn Sawan Civic Center is a suburb emerging as a result of the growth of the city center. There are middle-income housing development and demand for important public utilities and facilities. The present capabilities to respond to the public sector’s and the private sector’s demand indicate the fact that there are shortages of parks, road system and local road links, water supply, wastewater treatment and drainage. These are coupled with the growing number of government officials and population which will, therefore, stimulate future demand for housing and public services. Hence, this study proposes guideline to implement landuse control in line with Nakorn Sawan Town Planning Regulations. The Regulations stipulate medium-and low-density residential areas with control on the uses for machinery industry, large commercial activities, high-rising buildings and low-standard housing rental. Guidelines and measures are proposed to improve major public facilities and utilities, i.e. roads, electricity, water supply, drainage and wastewater treatment, parks, public transport services and fire prevention in response to the rising needs of the people residing near the civic center and the building of Nakorn Sawan Civic Center. |
