dc.description.abstract	งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาและเสนอแนะแนวทางเบื้องต้นในการดำเนินงานด้านความปลอดภัยสำหรับโครงการก่อสร้างบ้านจัดสรร โดยวิธีการวิจัยประกอบด้วย การศึกษาเอกสารงานวิจัยที่เกี่ยวข้อง สัมภาษณ์เบื้องต้นเกี่ยวกับการดำเนินงานด้านความปลอดภัยจากผู้จัดการโครงการก่อสร้างบ้านจัดสรรจำนวน 5 ราย และเจ้าหน้าที่ความปลอดภัยวิชาชีพจำนวน 3 ราย ต่อจากนั้นจัดทำเป็นต้นแบบการดำเนินงานด้านความปลอดภัยโครงการก่อสร้างบ้านจัดสรร และทำการเปรียบเทียบกับกฎหมายที่เกี่ยวข้องกับความปลอดภัยในงานก่อสร้าง หลังจากนั้นให้ผู้เชี่ยวชาญแสดงความคิดเห็น เพื่อหาข้อสรุปที่เป็นฉันทามติจำนวน 17 ราย ซึ่งได้แก่ ผู้จัดการโครงการก่อสร้างบ้านจัดสรรจำนวน 7 ราย วิศวกรโครงการก่อสร้างบ้านจัดสรรจำนวน 6 ราย เจ้าหน้าที่ความปลอดภัยวิชาชีพจำนวน 4 ราย โดยการหาฉันทามติใช้เทคนิคเดลฟายแบบปรับปรุง หลังจากนั้นใช้ความคิดเห็นจากผู้ทรงคุณวุฒิจำนวน 3 ราย ในการนำแนวทางการดำเนินงานด้านความปลอดภัยสำหรับบ้านจัดสรรไปประยุกต์ใช้ ผลการวิจัยพบว่า แนวทางการดำเนินงานเบื้องต้นในด้านความปลอดภัยโครงการก่อสร้างบ้านจัดสรรมีจำนวน 9 หัวข้อ ได้แก่ 1) นโยบายด้านความปลอดภัยและอาชีวอนามัย 2) ผู้รับผิดชอบและบทบาทหน้าที่เกี่ยวกับความปลอดภัย 3) การวางแผนและปฏิบัติงานด้านความปลอดภัย 4) การตรวจสอบความปลอดภัย 5) การควบคุมดูแลความปลอดภัยของผู้รับเหมาช่วง 6) การแสดงความคิดเห็นและข้อเสนอแนะของพนักงาน 7) การประเมินการปฏิบัติงานด้านความปลอดภัย 8) การดำเนินการด้านเอกสารการตรวจสอบความปลอดภัย และ9) การปฐมพยาบาลเบื้องต้น ซึ่งทั้งหมดแบ่งออกเป็น 76 รายการ โดยผู้เชี่ยวชาญมีข้อสรุปที่เห็นด้วยกับแนวทางดังกล่าวจำนวน 56 รายการ และหัวข้อที่ควรปรับปรุงมีจำนวน 20 รายการ และผู้ทรงคุณวุฒิส่วนใหญ่ระบุว่าสามารถนำแนวทางดังกล่าวไปประยุกต์ใช้ในการดำเนินงานด้านความปลอดภัยโครงการก่อสร้างบ้านจัดสรรได้	en_US
dc.description.abstractalternative	The objectives of this research is to study and propose the guideline of safety procedures for housing construction project. The research methodologies consist of study document reviews related to safety and interview five construction project managers and three professional safety officers and development of the prototype of safety procedures for housing construction project and comparison it with safety laws and regulations. Then, The prototype of safety procedures was considered for consensus by the experts which consist of seven project managers, six project engineers and four professional safety officers. Finally, The safety procedures were considered by 3 professionals to apply them for housing construction project. The results of this research show that the safety procedures for housing construction project consist of nine topics such as 1) safety policies, 2) responsibility and roles regarding safety, 3) planning and operational for safety procedures, 4) safety inspection, 5) safety control of subcontractors, 6) comments and suggestions of employees, 7) evaluation of safety operation, 8) document of safety operation and 9) the first aid. Those nine topics were separated to 76 items. From the experts’ consensus, they agree with 56 items. However, 20 items should be improved. From the professionals’ opinion, these safety procedures can be applied to housing construction project.	en_US
