| Abstract: | งานวิจัยนี้มีวัตถุประสงค์เพื่อพัฒนาและตรวจสอบคุณภาพรูปแบบการประเมินโครงการศึกษาอบรมต่อเนื่องสำหรับพยาบาลวิชาชีพ มาตรฐาน ตัวชี้วัด เกณฑ์การประเมิน และดัชนีความเชื่อมโยงสอดคล้อง โดยประยุกต์ใช้แนวคิดความเชื่อมโยงสอดคล้อง ซึ่งมีขั้นตอนการดำเนินการวิจัย 3 ขั้นตอน ประกอบด้วย ขั้นตอนที่ 1 พัฒนารูปแบบการประเมิน มาตรฐาน ตัวชี้วัด เกณฑ์การประเมินและดัชนีความเชื่อมโยงสอดคล้อง เก็บรวบรวมข้อมูลโดยใช้ 1) แบบวิเคราะห์โครงการศึกษาอบรมต่อเนื่อง 2) แบบวิเคราะห์รายงานการประเมินโครงการศึกษาอบรมต่อเนื่อง และ 3) แบบรวบรวมข้อมูลเกี่ยวกับสภาพการดำเนินการประเมินโครงการศึกษาอบรมต่อเนื่อง 4) สัมภาษณ์ผู้ที่มีส่วนเกี่ยวข้องกับการศึกษาอบรม 5) พัฒนารูปแบบการประเมินโครงการ มาตรฐาน ตัวชี้วัด เกณฑ์การประเมิน และดัชนีความเชื่อมโยงสอดคล้อง วิเคราะห์ข้อมูลโดยการหาความถี่ ร้อยละ และการวิเคราะห์เนื้อหา ขั้นตอนที่ 2 ตรวจสอบคุณภาพรูปแบบการประเมิน และดัชนีความเชื่อมโยงสอดคล้อง โดยผู้ทรงคุณวุฒิทางด้านการประเมินและการศึกษาอบรมทางการพยาบาล โดยใช้แบบตรวจสอบความเหมาะสมของรูปแบบการประเมินโครงการศึกษาอบรมต่อเนื่องสำหรับพยาบาลวิชาชีพ: การประยุกต์ใช้แนวคิดความเชื่อมโยงสอดคล้อง วิเคราะห์ข้อมูลโดยการหาค่าความถี่ ร้อยละ และค่าสัมประสิทธิ์การกระจาย และขั้นตอนที่ 3 การทดลองใช้รูปแบบการประเมินโครงการศึกษาอบรมต่อเนื่องสำหรับพยาบาลวิชาชีพและค่าดัชนีความเชื่อมโยงสอดคล้องที่พัฒนาขึ้นในองค์การที่คัดสรร และองค์การที่มีคุณสมบัติใกล้เคียง ทำการวิเคราะห์ข้อมูลโดยการหาค่าเฉลี่ย ร้อยละ ค่าดัชนีความเชื่อมโยงสอดคล้อง และการวิเคราะห์เนื้อหา ผลการวิจัยพบว่า 1. รูปแบบการประเมินโครงการศึกษาอบรมต่อเนื่องสำหรับพยาบาลวิชาชีพ ที่ประยุกต์ใช้แนวคิดความเชื่อมโยงสอดคล้องเป็นแนวคิดหลัก ร่วมกับรูปแบบการประเมินอื่นๆ และข้อมูลที่ได้จากการวิเคราะห์บริบท สภาพการดำเนินการ และความต้องการสารสนเทศจากองค์การที่ศึกษาหลัก ได้เป็นรูปแบบการประเมินที่ประกอบด้วย 6 มาตรฐาน (ความเชื่อมโยงสอดคล้องของการบริหารจัดการโครงการศึกษาอบรมต่อเนื่อง ความเชื่อมโยงสอดคล้องของการจัดกิจกรรมการเรียนรู้ ความเชื่อมโยงสอดคล้องของเนื้อหาสาระในการอบรม ความเชื่อมโยงสอดคล้องของผลที่ได้รับตามวัตถุประสงค์ ความเชื่อมโยงสอดคล้องของคุณภาพของผู้เข้าร่วมอบรมภายหลังการอบรม และความเชื่อมโยงสอดคล้องของความคุ้มค่าต่อการลงทุนในโครงการศึกษาอบรมต่อเนื่อง) 34 ตัวชี้วัด และค่าดัชนีความเชื่อมโยงสอดคล้อง 2. รูปแบบการประเมินโครงการศึกษาอบรมต่อเนื่องสำหรับพยาบาลวิชาชีพ: การประยุกต์ใช้แนวคิดความเชื่อมโยงสอดคล้องมีความเหมาะสมและความเป็นไปได้ในระดับมากถึงมากที่สุด และอยู่เกณฑ์ที่ยอมรับได้ (Mean > 3.5, C.V. < 20%) ทุกด้าน 3. การทดลองใช้คู่มือการประเมินโครงการศึกษาอบรมต่อเนื่องสำหรับพยาบาลวิชาชีพ: การประยุกต์ใช้แนวคิดความเชื่อมโยงสอดคล้อง โครงการศึกษาอบรมขององค์การหลักที่ทำการศึกษามีค่าดัชนีความเชื่อมโยงสอดคล้องอยู่ในช่วงระหว่าง 0.48 ถึง 0.94 ส่วนโครงการศึกษาอบรมต่อเนื่องขององค์การทางการพยาบาลที่มีคุณลักษณะใกล้เคียงกับองค์การหลักที่คัดสรร มีค่าดัชนีความเชื่อมโยงสอดคล้องอยู่ในช่วงระหว่าง 0.48 ถึง 0.69 ทั้งนี้ตัวชี้วัดที่โครงการศึกษาอบรมต่อเนื่องทุกโครงการผ่านเกณฑ์การประเมินได้แก่ ตัวชี้วัดที่ 1 ถึง 7, 9 ถึง 18 และ 21 รวม 18 ตัวชี้วัด |
| Other Abstract: | The purposes of this research were to develop and validate an evaluation model of continuing training programs for register nurses, standards, indicators, criteria of assessment and alignment Index by applying the alignment’s concept. The research process includes 3 phases consists of: Phase 1: Development of evaluation model, standard, indicators, criteria of assessment and alignment index. Data were collected by, analysis of the continuing training programs and evaluation reports, implement of project evaluation ongoing, and interview stakeholder of continuing training programs, then developed an evaluation model, standard, indicators, criteria of assessment and alignment index. Data analyses of this phase were frequency, mean, percentage and contend analysis. Phase 2: Evaluation of appropriate and probability of the evaluation model, standard, indicators, criteria of assessment and alignment index, analyses of data by frequency, percentage and coefficient of variation. And Phase 3: Trial of the evaluation’s model: an applied of alignment concept of continuing training programs in the selected nursing organization and the alternative organization. Data analyses were mean, percentage, contend analysis and alignment index. Research results are concluded as follow: 1. The evaluation model of continuing training programs for register nurses was application of alignment concept, a key concept, other evaluation model, information of contextual analysis, ongoing operation of evaluation and information needs of the organization study consist 6 standards (Alignment of Program Administration, Alignment of Pedagogical Implications, Alignment of Content Focus, Alignment of Objective Attaining, Alignment of Quality Control of Participants, Alignment of Cost Effectiveness), 34 indicators, and Alignment Index. 2. The evaluation model of continuing training programs for register nurses: an application of alignment concept have appropriate and probability in as possible and as many as possible, and acceptance criteria (Mean> 3.5, C.V. <20%) on all criteria. 3. Trial of the Continuing Training Programs Evaluation for Register Nurses: an Application of the Alignment concept Guidebook. Alignment Index was the range of 0.48 to 0.94 in the selected nursing organization, but in the alternative organization was the range of 0.48 to 0.69. The indicators that every continuing training program could meet the criteria as indicator 1 to 7, 9 to 18 and 21, total 18 indicators. |
