| Abstract: | คณะสงฆ์และสถาบันทางพระพุทธศาสนาในประเทศไทยแต่เดิมมิได้มีธรรมเนียมปฏิบัติในการสงเคราะห์ประชาชนด้วยการสร้างสถานพยาบาลหรือสถานรับเลี้ยงเด็กกำพร้าและ ฯลฯ แบบองค์กรทางศาสนาอื่น มักเป็นที่เข้าใจกันว่าหน้าที่ของพระสงฆ์และสถาบันทางพระพุทธศาสนาคือ การสงเคราะห์ประชาชนด้านธรรมะเท่านั้น และมีข้อโต้แย้งว่าพระสงฆ์ไม่ควรเข้าไปทำกิจกรรมด้านสังคมสงเคราะห์ เนื่องจากเป็นกิจกรรมทางโลก ด้วยเหตุดังกล่าว งานวิจัยนี้จึงมีวัตถุประสงค์เพื่อศึกษาบทบาทของสถาบันทางพระพุทธศาสนาในการทางานสังคมสงเคราะห์และประเมินประสิทธิภาพและความสำเร็จของสถาบันทางพระพุทธศาสนาเหล่านั้น ผลการวิจัยที่ได้จากการสัมภาษณ์และจากข้อมูลเอกสารพบว่า 1. พระภิกษุสงฆ์ นักวิชาการและบุคคลทั่วไปสนับสนุนการทำงานสังคมสงเคราะห์ของสถาบันทางพระพุทธศาสนา เนื่องจากสอดคล้องกับหลักคำสอนของพระพุทธศาสนา และเป็นการทำเพื่อประโยชน์สุขของมหาชนโดยเฉพาะอย่างยิ่งในแหล่งที่สวัสดิการของรัฐยังเข้าไปไม่ถึง 2. วัดทั้งห้าวัด และเสถียรธรรมสถานมีจุดอ่อนจุดแข็งที่แตกต่างกัน แต่เผชิญปัญหาและอุปสรรคที่คล้ายคลึงกัน เช่น ด้านเงินทุนและบุคลากร ขณะที่เสถียรธรรมสถานได้รับความร่วมมือจากชุมชนและองค์กรต่าง ๆ ทั้งในประเทศและต่างประเทศ ในระดับที่น่าพึงพอใจ ชาวบ้านมักมีทัศนคติว่างานสังคมสงเคราะห์ที่วัดทั้งหลายทำมิใช่ “กิจของสงฆ์” 3. การแก้ไขปัญหาที่มีประสิทธิภาพน่าจะเป็นการทำงานเชิงรุกมากกว่าเชิงรับ โดยการสร้างความสัมพันธ์และความร่วมมือกับรัฐและชุมชนรวมทั้งองค์กรเอกชน และใช้สื่อช่วยในการเผยแพร่กิจกรรมต่าง ๆ ให้มากขึ้น ที่สำคัญคือการสร้างความสมดุลระหว่างการทำงานสังคมสงเคราะห์กับการเผยแผ่ธรรม นอกจากนั้นพระสงฆ์ต้องมีความระมัดระวังด้านความประพฤติให้อยู่ในกรอบของพระวินัยและจารีตประเพณีในขณะปฏิบัติภารกิจให้การสงเคราะห์ประชาชน ในภาพรวม งานวิจัยนี้ช่วยเพิ่มพูนความรู้ความเข้าใจเกี่ยวกับการทำงานสังคมสงเคราะห์ของสถาบันทางพระพุทธศาสนาในสังคมพระพุทธศาสนาฝ่ายเถรวาท และสามารถนำไปใช้เป็นตัวอย่างสำหรับพระสงฆ์และวัดอื่น ๆ ที่ดำเนินงานสังคมสงเคราะห์ในลักษณะที่คล้ายคลึงกันได้ |
| Other Abstract: | Traditionally, the Sangha and Buddhist institutions in Thailand, unlike other religious organizations, rarely provide people with centers for health care and treatment or orphanage shelters, and etc. Contrarily, Buddhist monks and monastic establishment have to observe moral disciplines according to the Vinaya and offer people spiritual gifts or dhammadāna. It is argued that social work is not Buddhist monks’ duty due to the fact that it is worldly oriented. For such a reason, this research aims at studying social work activities of some Buddhist institutions and also finding out to what extent they have been successful in their work. Through intensive interviews and documentary investigation, three distinctive features concerning their social contributions were found. 1. Most Buddhist monks, scholars, and laity have supported Buddhist institutions and monks in their social work for the reason that their activities are in accordance with the Buddhist teachings and at the same time give benefits to a large number of people, especially those deprived of social welfare obligatorily provided by the government. 2. Five Buddhist temples and Sathira-Dhammasathan have different strong points and weak points when practicing social work, but have encountered similar problems such as lack of financial support and manpower. While Sathira-Dhammasathan has relatively received support from domestic communities and international organizations, those temples’ social work has hardly been recognized as “monk’s affair” by the public. 3. Offensive strategies would be more efficient in solving those problems encountered. Building up close cooperation with people, communities, governmental offices, and other organizations, and making use of all kinds of media would be helpful in changing people’s attitude and gaining more support. More importantly, monks’ social work and dissemination of Dharma must be balanced. In addition, monks have to strictly follow moral disciplines and cultural norms while giving their social services. |
