Other Abstract:	This article discusses the Thai system of university personnel administration, which downgrades the university library and the status of librarianship. Gives background information on the situation of university libraries in the past and the miserable situation of librarianship at present. Comments on the civil service ranking system which ranks the university librarians as Class B (Sai Kho), inferior to Class A (Sai Ko). The idea of promoting and raising the salaries of librarians is presented and compares it with personnel practices for those who have academic positions. Considers the unfairness in promotion practices for the university librarian, the factors leading to the decline of university libraries, and the present direction of university libraries.
