Other Abstract:	The study analyzes problem of the allocation of budget in the library which has been debated for quite sometime, particularly when there is a modification in the administration of the higher education institutions’ libraries to be a centralized administrative system. It criticizes each type of the respective budget systems which reflects to the problematic condition and necessity of such library namely : allocation by employing old standard as a criteria, and allocation by employing student credit hour (SCH) as a criteria.
