| Abstract: | ระบบสารสนเทศได้เข้ามีบทบาทสำคัญต่อการบริหารงานภาครัฐแนวใหม่ ที่มุ่งสู่การเป็นรัฐบาลอิเล็กทรอนิกส์เพื่อยกระดับคุณภาพมาตรฐานการทำงานองค์กรภาครัฐไปสู่มาตรฐานสากล เป็นองค์การที่มีขีดสมรรถนะสูงในการให้บริการประชาชนและเกิดผลสัมฤทธิ์ต่อภารกิจของรัฐ ทำให้องค์กรภาครัฐต้องวางกลยุทธ์ ในการพัฒนาระบบสารสนเทศขององค์กรไปสู่ความสำเร็จอย่างแท้จริง มิใช่เพียงการใช้จ่ายงบประมาณในการจัดทำโครงการพัฒนาระบบสารสนเทศให้หมดไปในแต่ละปีงบประมาณตามที่ได้รับจัดสรร ในขณะที่ระบบสารสนเทศที่พัฒนาขึ้นไม่สามารถใช้งานได้เต็มประสิทธิภาพ หรือบุคลากรในองค์กรไม่ยอมใช้งานระบบซึ่งนับเป็นความสูญเปล่าในการลงทุนภาครัฐ ดังนั้น องค์กรภาครัฐจะต้องมีการวางแผน การสร้างวิสัยทัศน์ร่วมและกระบวนการมีส่วนร่วมของทุกฝ่าย การนำมาตรฐานสากลด้านการจัดการและประเมินผลโครงการ การพัฒนาระบบสารสนเทศ และ IT governance มาประยุกต์ใช้เพื่อขับเคลื่อนกลยุทธ์การพัฒนาระบบสารสนเทศขององค์กรไปสู่ความสำเร็จ ก่อเกิดประโยชน์ต่อองค์กรและประชาชนอย่างแท้จริง |
| Other Abstract: | Information systems are impacting new public management, and are a key for building up an e-Government for raising the quality of public sector management of high performance organizations which deliver public services and to achieve the government’s missions. Therefore, public organizations must set their strategy to succeed in information system(s) development, not just to expend their budgets by the end of the fiscal year, because the information system(s) do not operate to full efficiency or are discarded by the users. If this happens, there is a loss of government IT project(s) investment. For this reason, public organizations must plan, share visions, and proceed by a participation process from all sides, monitoring and controlling project(s) by standardization of project management and evaluation, complying with information system development methodology and IT governance. By applying all or part of these tools, IT project(s) will be driven to succeed and will benefit public organizations and public services. |
