dc.description.abstract	พื้นที่อำเภอแก่งคอยอยู่ในพื้นที่ลุ่มน้ำปาสักตอนล่าง ด้วยขนาด 320 ตารางกิโลเมตร หรือคิดเป็นร้อยละ 2 ของพื้นที่ลุ่มน้ำทั้งหมด มีแม่น้ำสายหลัก คือ แม่น้ำป่าสัก ที่มีความกว้างในช่วงที่ไหลผ่านอำเภอแก่งคอย ประมาณ 50-100 เมตร มีความลึกประมาณ 10-13 เมตร มีระดับน้ำเฉลี่ยในฤดูแล้งประมาณ 1 เมตรจากท้องน้ำ ส่วนในช่วงฤดูฝน ระดับน้ำจะสูงจนเต็มตลิ่ง เฉลี่ยปริมาณน้ำไหลต่ำสุดประมาณ 2.38 ลบ.เมตร/วินาที ปัจจุบันได้มีการพัฒนาเขื่อนกั้นน้ำป่าสักบริเวณอำเภอพัฒนานิคม จังหวัดลพบุรี ที่มีความจุประมาณ 870 ล้านลบ.เมตร และสามารถส่งน้ำในบริเวณท้ายน้ำช่วงฤดูแล้งไม่ต่ำกว่า 15 ลบ.เมตร/วินาที ซึ่งสามารถสร้างประโยชน์ให้กับพื้นที่อำเภอแก่งคอยเป็นอย่างมาก โดยสามารถมีน้ำใช้ได้ตลอดปี คุณภาพน้ำในแม่น้ำป่าสักช่วงที่ไหลผ่านอำเภอแก่งคอยเท่าที่มีการตรวจวัดคุณภาพน้ำใน พ.ศ. 2533 และ พ.ศ. 2541 พบว่าภาวะความสกปรกเปลี่ยนแปลงเพิ่มขึ้นเล็กน้อย โดยเฉพาะบริเวณเขตเทศบาลตำบลแก่งคอยที่มีการปล่อยน้ำเสียชุมชนลงสู่แม่น้ำป่าสัก นอกจากนั้นยังมีการปนเปื้อนของ E.coli Bacteria ในปริมาณสูง คุณภาพน้ำในแม่น้ำป่าสักทั่วไปมีแนวโน้มการเสื่อมโทรมลงหากไม่ได้มีการแก้ไข ส่วนคุณภาพน้ำใต้ดินที่ขุดโดยประชาชนอยู่ในเกณฑ์ปกติที่สามารถนำไปใช้เป็นน้ำอุปโภคบริโภคตามบ้านเรือนได้ ศักยภาพในการพัฒนาของพื้นที่อำเภอแก่คอยในอนาคตจะเป็นเขตอุตสาหกรรมที่สำคัญของจังหวัดสระบุรี รวมทั้งเป็นเขตพัฒนาการเกษตรกรรมที่สำคัญเพราะมีแหล่งน้ำจากเขื่อนแม่น้ำป่าสักส่งน้ำดิบสนับสนุน ปริมาณความต้องการน้ำในอนาคต พบว่าน้ำใช้เพื่อการอุปโภคบริโภคของประชาชนในเขตอำเภอแก่งคอยรวมประมาณ 7 ล้านลบ.เมตร/ปี น้ำเพื่อการเกษตรกรรมในการเพาะปลูกนอกฤดูฝนประมาณ 10.368 ล้านลบ.เมตร/ปี น้ำใช้เพื่อการพัฒนาอุตสาหกรรมในเขตอำเภอแก่งคอยประมาณ 39 ล้านลบ.เมตร/ปี และน้ำเพื่อการควบคุมคุณภาพน้ำบริเวณท้ายน้ำในช่วงฤดูแล้งหรือนอกฤดูฝน ประมาณ 79 ล้านลบ.เมตร/ปี รวมความต้องการประมาณ 135.43 ล้านลบ.เมตร โดยอาศัยน้ำทั้งหมดจากการส่งจ่ายจากเขื่อนป่าสักเป็นแหล่งน้ำหลัก การลดปัญหาความขัดแย้งต่อการใช้น้ำโดยท้องถิ่นจะต้องจัดตั้งคณะกรรมการประสานงานการใช้ทรัพยากรระดับอำเภอขึ้น หรืออาศัยคณะกรรมการพัฒนาอำเภอ (กพอ.) เป็นผู้จัดทำนโยบายการใช้น้ำและจัดลำดับความสำคัญของแต่ละกิจกรรม โดยมีเกณฑ์ในการตัดสินใจคือความต้องการน้ำของคนส่วนมาก ความจำเป็นต่อชีวิตและความเป็นอยู่ของประชาชนทั่วไป การรักษาสภาพแวดล้อมของพื้นที่ และการสนองตอบต่อนโยบายการพัฒนาท้องถิ่นระดับอำเภอ จังหวัด และประเทศ	en
dc.description.abstractalternative	Amphoe Kaeng Khoi, study area is located in the Southern Pha Sak River Basin which has about 320 kilometer square or about 2 percent of the total watershed area. The main river is Pha Sak River which is 50-100 meter length, and 10-13 meter depth. In dry season average water level is about 1 meter depth from the bottom of river bed, and the minimum flow rate is about 2.38 cu-meter per sec. Now, Pha Sak Dam is constructed at amphoe Pattananikhom Loburi Province, and have maximum capacity about 870 millon cu-meter. Consequence of Pha Sak Dam, it can supply the minimum flow rate in down stream about 15 cu-meter/sec which is useful for the people who liver in the down stream as Kaeng Khoi area. Water quality in the river is quite good and not change to much but only one of monitoring station during 1990-1998 is Kaeng Khoi Municipality which have increasing of BOD and E.coli Bateria slightly. It is indicated that the trend of poor water quality. Due to the waste from Kaeng Khoi Municipality is discharged in to the river. Water quality of dug well is quite god for using in the household, but the water quantity is no have potential to develop for industrial and agriculture. Kaeng Khoi region in ne of important development area of Saraburi Province for industrial zone and agricultural area, because of the situations and natural resources (as water) supporting. Estimation of water demand in the future can make the conclusion that ; for domestic area is about 7 million cu-meter per year ; for industrial use is about 39 million cu-meter per year and for pollution control in down stream is about 79 million cu-meter per year. The total demand is about 135.43 million cu-meter per year. Expectation source of water is Pha Sak Dam. To reduce the conflice of water utilization in this area, it should be set up the local committee (amphoe level) for water resources management or using the existing governmental local committee (as amphoe level) to estrabish the local policy and priority of water use. Concerning of the basic criteria to set priority should follow ; the benefit for majority of local people ; basic need for the life ; environmental protection ; supporting policy in every level as Amphoe, Changwat and Nation.	en
