| Abstract: | การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อศึกษาถึง การแลกเปลี่ยนสิ่งพิมพ์ ด้านนโยบายขั้นตอนและวิธีการปฏิบัติงาน ประเภทและสาขาวิชาของสิ่งพิมพ์ที่ได้จากการแลกเปลี่ยน ปัญหาและแนวทางการแก้ปัญหาที่เกิดจากการแลกเปลี่ยนสิ่งพิมพ์ในห้องสมุดมหาวิทยาลัยของรัฐ จำนวน 52 แห่ง จำแนกเป็นหอสมุดกลาง จำนวน 13 แห่ง และห้องสมุดคณะ/สถาบัน จำนวน 39 แห่งปรากฏผลดังนี้ การบริหารงานแลกเปลี่ยนสิ่งพิมพ์ บุคลากร จำนวนบุคลากร และเวลาปฏิบัติงานของบุคลากรที่ปฏิบัติงานแลกเปลี่ยนสิ่งพิมพ์ พบว่า ห้องสมุดส่วนใหญ่มีการบริหารงานแลกเปลี่ยนสิ่งพิมพ์โดยรวมอยู่กับงานรับบริจาค เป็นงานหนึ่งในงานจัดหาทรัพยากร มีบรรณารักษ์ จำนวน 1 คน ปฏิบัติงานบางเวลา นโยบายการแลกเปลี่ยนสิ่งพิ่มพ์ พบว่า ห้องสมุดส่วนใหญ่ยังไม่มีนโยบายการแลกเปลี่ยนสิ่งพิมพ์เป็นลายลักษณ์อักษร สิ่งพิมพ์ที่ห้องสมุดส่วนใหญ่ใช้แลกเปลี่ยน คือ สิ่งพิมพ์ของห้องสมุดและสิ่งพิมพ์ที่มหาวิทยาลัยผลิต ในสาขาวิชาเรื่องทั่วไป และการแพทย์ ที่ผลิตเป็นภาษาไทย ทั้งสิ่งพิมพ์ฉบับจริงและสำเนาของสิ่งพิมพ์ แลกเปลี่ยนกับห้องสมุดมหาวิทยาลัยและวิทยาลัยภายในประเทศและต่างประเทศ โดยใช้เกณฑ์การแลกเปลี่ยนทุกเกณฑ์ โดยพิจารณาตามความเหมาะสมในการแลกเปลี่ยนแต่ละครั้ง และเป็นการแลกเปลี่ยนโดยตรง ขั้นตอนและวิธีปฏิบัติงาน พบว่า ห้องสมุดส่วนใหญ่ทราบถึงแหล่งที่มีสิ่งพิมพ์เพื่อการแลกเปลี่ยน จากห้องสมุดหรือหน่วยงานที่มีสิ่งพิมพ์เพื่อการแลกเปลี่ยนแจ้งให้ทราบและเชิญชวนให้ร่วมแลกเปลี่ยนสิ่งพิมพ์ด้วย โดยคัดเลือกสิ่งพิมพ์ที่ต้องการจากรายชื่อสิ่งพิมพ์ที่ห้องสมุดหรือหน่วยงานต่าง ๆ ส่งมาให้ วิธีการจัดส่งสิ่งพิมพ์ใช้วิธีจัดส่งทางไปรษณีย์ และออกค่าใช้จ่ายเฉพาะการจัดส่งสิ่งพิมพ์ไปแลกเปลี่ยน ห้องสมุดส่วนใหญ่ได้รับสิ่งพิมพ์ตามรายการที่คัดเลือกเป็นบางครั้ง และจะไม่ทวงถาม หลักฐานการปฎิบัติงานที่ห้องสมุดจัดเก็บส่วนใหญ่ คือ สถานที่ติดต่อของห้องสมุดหรือหน่วยงานคู่สัญญา การจัดส่ง และการได้รับสิ่งพิมพ์จากการแลกเปลี่ยน ประเภทและสาขาวิชาของสิ่งพิมพ์ที่ได้รับจากการแลกเปลี่ยน พบว่า ห้องสมุดส่วนใหญ่ได้รับสิ่งพิมพ์ของห้องสมุดและสิ่งพิมพ์ที่มหาวิทยาลัยผลิต ในสาขาวิชาบรรณานุกรมบรรณารักษศาสตร์ วิทยาศาสตร์ และการแพทย์ ทั้งสิ่งพิมพ์ภาษาไทยและภาษาอังกฤษ ปัญหาและแนวทางการแก้ปัญหาในงานปฏิบัติงาน พบว่า ห้องสมุดประสบปัญหาทุกด้านในระดับปานกลาง และใช้แนวทางการแก้ปัญหาด้านบุคลากร นโยบายและการปฏิบัติงาน และสิ่งพิมพ์ในระดับน้อย และใช้แนวทางการแก้ปัญหาด้านอื่น ๆ ในระดับปานกลาง |
| Other Abstract: | The purpose of this research was to study the exchange of publications, focusing on exchange policies, steps and practice procedures, types and subjects of publications received from the exchange, problems and directions for solving the problems in 52 State University Libraries, 13 central libraries and 39 faculty libraries. The results of this study were : Administration : most libraries combined the publication exchange with gift operations in acquisition section which was operated by one part-time professional librarian. Policies : most libraries had not written exchange policies. The most types of publications available using for exchange were publications of libraries and universities in general topic and medical, which were published in Thai Language. The form of publications were original and duplicate exchanging among the university and college libraries both in Thailand and abroad. All criterias of exchanges were used for determining the suitable of each exchange. The exchanges were arranged directly among libraries. Step and practice procedures : most libraries known the sources having publications for exchange either libraries or various agencies by informing to exchange some of publications and selected publications from the lists of publications offered for exchange. Most libraries sent their publications to the partner by post and spend only for exchange. Most libraries sometimes received publications but did not claim them. Most libraries kept the records which were address of the partners and others for correspondence, and also of publications to be sent and received. Types and subjects of publications received : most libraries received the publications of libraries and universities in bibliography and library science, science and medical which were published both in Thai and English. Problems and directions for problem solving : libraries encounted all kinds of problems in middle level and used low level of directions for solving the problems of personnel, policies and practices and publications, and used middle level of directions for other problems. |
