| Abstract: | การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อศึกษาสภาพของการลงทุนทางการศึกษา และวิเคราะห์ความเสมอภาคของการลงทุนทางการศึกษา ประเภทงบดำเนินการในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาสุพรรณบุรี เมื่อจำแนกตามปีงบประมาณ ขนาดของโรงเรียน และเขตพื้นที่การศึกษา กลุ่มตัวอย่างที่ใช้ในการวิจัยประกอบด้วยโรงเรียนประถมศึกษา และโรงเรียนขยายโอกาส (สังกัดสำนักงานการประถมศึกษาแห่งชาติเดิม) สังกัดสำนักงานเขตพื้นที่การศึกษาสุพรรณบุรี จำนวน 304 โรงเรียน เก็บข้อมูลโดยใช้แบบสำรวจข้อมูลเงินงบประมาณของโรงเรียน ในปีงบประมาณ 2544-2546 การวิเคราะห์ข้อมูลสภาพของการลงทุนทางการศึกษาใช้ค่าเฉลี่ย และร้อยละ ส่วนความเสมอภาคของการลงทุนทางการศึกษา วิเคราะห์โดยใช้ดัชนีความไม่เสมอภาค 4 แบบ ได้แก่ สัมประสิทธิ์ความแปรผัน (coefficient of variation) สัมประสิทธิ์จินี (Gini coefficient) สัมประสิทธิ์ไทล์ (Theil coefficient) และความแปรปรวนที่ได้จากการวิเคราะห์ด้วยโมเดลเชิงเส้นตรงระดับลดหลั่น (Hierarchical Linear Model: HLM) ผลการวิจัยสรุปได้ดังนี้ 1) แนวโน้มของสภาพการลงทุนทางการศึกษามีค่าสูงขึ้น โดยเป็นการลงทุนทางการศึกษา ประเภทงบบุคลากรมากที่สุด โรงเรยนในเขตพื้นที่การศึกษา สุพรรณบุรีเขต 3 มีการลงทุนทางการศึกษา ประเภทงบดำเนินการมากกว่าโรงเรียนในเขตพื้นที่การศึกษาสุพรรณบุรีเขต 1 และเขต 2 ในเขตพื้นที่การศึกษาสุพรรณบุรีเขต 1 โรงเรียนขนาดใหญ่มากมีการลงทุนทางการศึกษา ประเภทงบดำเนินการน้อยที่สุด ในเขตพื้นที่การศึกษาสุพรรณบุรี เขต 2 และเขต 3 โรงเรียนขนาดใหญ่มากมีการลงทุนทางการศึกษา ประเภทงบดำเนินการมากกว่าโรงเรียนขนาดเล็ก 2) แนวโน้มของความไม่เสมอภาคของการลงทุนทางการศึกษามีค่าสูงขึ้น โดยการลงทุนทางการศึกษา ประเภทงบลงทุนมีความเสมอภาคน้อยที่สุด ส่วนงบบุคลากรมีความเสมอภาคมากที่สุดโรงเรียนในเขตพื้นที่การศึกษาสุพรรณบุรีเขต 1 มีความเสมอภาคของการลงทุนทางการศึกษา ประเภทงบดำเนินการมากกว่าเขตพื้นที่การศึกษาสุพรรณบุรีเขต 2 และเขต 3 ในขณะที่โรงเรียนขนาดใหญ่มีความเสมอภาคของการลงทุนทางการศึกษา ประเภทงบดำเนินการมากกว่าโรงเรียนขนาดเล็ก 3) ค่าเฉลี่ยรวมของการลงทุนทางการศึกษา ประเภทงบดำเนินการในแต่ละเขตพื้นที่การศึกษามีค่าไม่แตกต่างกัน และความไม่เสมอภาคของการลงทุนทางการศึกษา ประเภทงบดำเนินการที่เกิดขึ้นเป็นความไม่เสมอภาคระหว่างขนาดของโรงเรียนมากกว่าระหว่างเขตพื้นที่การศึกษา |
| Other Abstract: | The purposes of this research were to study the condition of educational investment and to analyze educational investment equality for practical budget in schools under Suphanburi educational service area office according to fiscal years, school sizes and educational service areas. The samples used in this research consisted of 304 primary schools under Suphanburi educational service area office. The data was collected by budget collected form of schools during 2001 to 2003 fiscal years. For study the condition of educational investment, data was analyzed by mean and percentage, and educational investment equality was analyzed by using 4 measures of inequality indices, namely: coefficient of variation, Gini coefficient, Theil coefficient and term of variances that obtained from analysis by Hierarchical Linear Model (HLM). The research results were as follows: 1) Trend of educational investment was increased, mostly in personal budget. Educational investment for practical budget of schools under Suphanburi educational service area 3 was higher than schools under Suphanburi educational service area 1 and 2. Suphanburi educational service area 1, educational investment for practical budget of extra size schools was lowest. Suphanburi educational service area 2 and 3, educational investment for practical budget of extra size schools was higher than small size schools. 2) Trend of educational investment inequality was increased. The lowest educational investment equality was investing budget and the highest was personal budget. Educational investment equality for practical budget of schools under Suphanburi educational service area 1 was higher than Suphanburi educational service area 2 and 3. As educational investment equality for practical budget of big size schools was higher than small size schools. 3) Total average of educational investment for practical budget was not different to the educational service areas. Educational investment inequality occurred among school sizes higher than among educational serviceareas. |
