| Abstract: | การวิจัยในครั้งนี้เป็นการวิจัยเชิงสำรวจ (Survey Research) มีวัตถุประสงค์เพื่อศึกษาความคิดเห็นต่อปัจจัยที่มีความสำคัญต่อการพัฒนาศักยภาพในการปฏิบัติงานของบุคลากรประจำเรือขนส่งน้ำมัน และเสนอแนะแนวทางในการพัฒนาศักยภาพในการปฏิบัติงานของบุคลากรประจำเรือขนส่งน้ำมัน ประชากรในการศึกษาคือ บุคลากรประจำเรือสินค้าประเภทเรือน้ำมันแห่งหนึ่ง ระดับนายประจำเรือ (Officer) จำนวนทั้งหมด 80 คน โดยเครื่องมือที่ใช้เป็นแบบสอบถาม ผู้วิจัยได้หารือกับผู้บริหารฝ่ายบริหารเรือ และฝ่ายบุคลากรประจำเรือของบริษัท A ที่เลือกเป็นกรณีศึกษา ร่วมกับการศึกษาแนวคิด ทฤษฎี และงานวิจัยที่เกี่ยวข้อง เพื่อหาปัจจัยที่มีความสำคัญต่อการพัฒนาศักยภาพในการปฏิบัติงานของบุคลากรประจำเรือ จากนั้นจึงออกแบบสอบถามเพื่อวิเคราะห์หาลำดับความสำคัญของปัจจัยทั้งหมด ด้วยการเปรียบเทียบความสำคัญของปัจจัยทีละคู่ (Pairwise Comparison) จากนั้นจึงนำผลที่ได้ไปหารือกับผู้บริหารบริษัท A อีกครั้ง และสรุปเป็นแนวทางสำหรับการพัฒนาศักยภาพในการปฏิบัติงานของบุคลากรประจำเรือขนส่งน้ำมัน กรณีศึกษา บริษัท A ต่อไป ผลการศึกษาพบว่า 1.บุคลากรประจำเรือให้ความสำคัญกับปัจจัยหลักด้านแรงจูงใจมากที่สุด รองลงมาคือปัจจัยหลักด้านการเรียนรู้ และปัจจัยหลักด้านการบริหาร ตามลำดับ 2. ภายใต้ปัจจัยหลักด้านการบริหาร บุคลากรประจำเรือให้ความสำคัญกับงบประมาณเพื่อการพัฒนาศักยภาพในการปฏิบัติงานมากที่สุด อันดับที่สองคือ รูปแบบภาวะผู้นำ และอันดับที่สามได้แก่นโยบายเพื่อการพัฒนาศักยภาพในการปฏิบัติงาน ส่วนปัจจัยย่อยภายใต้ปัจจัยหลักด้านการเรียนรู้ บุคลากรประจำเรือให้ความสำคัญกับการสอนงานมากที่สุด อันดับที่สองคือ การอบรม และอันดับที่สามได้แก่การเรียนรู้ด้วยตนเอง และในส่วนของปัจจัยย่อยภายใต้ปัจจัยหลักด้านแรงจูงใจ บุคลากรประจำเรือให้ความสำคัญกับค่าตอบแทนมากที่สุด อันดับที่สองคือ การเลื่อนตำแหน่ง และอันดับที่สามได้แก่การให้รางวัล |
| Other Abstract: | The objective of this research was to study important factors for job competency development of the crew working on oil tankers and to present guidelines for achieving such competency development. In addition, to present guidelines for the job competency development of the crew working on oil tankers. The population for this study was a group of 80 Deck officers of the oil tankers. I used a questionnaire to support my research. I discussed with the executives in Ship Management Department and Crew Department of the company selected as a case study. Then studied related theories and research, in order to find factors that are important to the development of the crew working on oil tankers. I gathered questionnaires to determine the priority of factors by using Pairwise Comparison Matrix. The major findings were discussed with the Company A executives again. Then I concluded outlines for the competency development of crew working on oil tankers for company A. The findings were as follows 1.) The most important major factor is motivation follow by learning and management 2.) The most important factor in management is budget follow by leadership and policy. The most important factor in knowledge is coaching follow by training and self-knowledgement. The most important factor in motivation is compensation follow by promotion and awarding. |
