| Abstract: | การวิจัยนี้มีวัตถุประสงค์เพื่อวิเคราะห์การจัดการอุทยานวิทยาศาสตร์และเทคโนโลยีในต่างประเทศที่สนับสนุนบทบาทหน้าที่ของสถาบันอุดมศึกษา วิเคราะห์ความต้องการด้านเทคโนโลยีและนวัตกรรมสำหรับสถาบันอุดมศึกษาในประเทศไทย พัฒนารูปแบบและนำเสนอกลไกการขับเคลื่อนอุทยานเศรษฐกิจฐานความรู้สำหรับสถาบันอุดมศึกษาในประเทศไทย โดยการวิเคราะห์เอกสารเกี่ยวกับอุทยานวิทยาศาสตร์และเทคโนโลยีจากสถาบันอุดมศึกษาในต่างประเทศ ได้แก่ สถาบันเทคโนโลยีแมสซาชูเซตส์ มหาวิทยาลัยเคมบริดจ์ มหาวิทยาลัยเกียวโต และมหาวิทยาลัยแห่งชาติสิงคโปร์ และเก็บข้อมูลจากการวิเคราะห์เอกสาร สัมภาษณ์ สอบถามผู้บริหารระดับสูงและผู้บริหารหน่วยงานระดับคณะ วิทยาลัย สถาบัน ของสถาบันอุดมศึกษาในประเทศไทยของรัฐและเอกชน จำนวน 13 แห่ง ผู้บริหารหน่วยงานภาครัฐและภาคเอกชน 12 แห่ง และการประเมินร่างรูปแบบและกลไกฯ จากผู้ทรงคุณวุฒิ การวิเคราะห์ข้อมูล ได้แก่ การวิเคราะห์เนื้อหา และความถี่ ผลการวิจัยพบว่า 1. การจัดการอุทยานวิทยาศาสตร์และเทคโนโลยีในต่างประเทศสนับสนุนบทบาทหน้าที่ของสถาบันอุดมศึกษา สอดคล้องกับพันธกิจของสถาบันอุดมศึกษาด้านการเรียนการสอน การวิจัย และการบริการวิชาการ และบทบาทสถาบันอุดมศึกษาเพื่อการวิจัยในการพัฒนาสถาบัน เศรษฐกิจ สังคม และประเทศ 2. การจัดการด้านเทคโนโลยีสารสนเทศและนวัตกรรมที่นำไปสู่อุทยานเศรษฐกิจฐานความรู้ของสถาบันอุดมศึกษาในประเทศไทย พบว่า กลุ่มมหาวิทยาลัยวิจัยแห่งชาติ มีการจัดการด้านเทคโนโลยีสารสนเทศและนวัตกรรมที่นำไปสู่อุทยานเศรษฐกิจฐานความรู้สูงที่สุด รองลงมาได้แก่ กลุ่มมหาวิทยาลัยในกำกับของรัฐ และกลุ่มมหาวิทยาลัยเอกชน ตามลำดับ ในด้านการจัดการหน่วยงาน การเรียนการสอน การวิจัย บริการวิชาการ และทำนุบำรุงศิลปะและวัฒนธรรม 3. รูปแบบอุทยานเศรษฐกิจฐานความรู้สำหรับสถาบันอุดมศึกษาในประเทศไทย มีรูปแบบและระดับการพัฒนา ได้แก่ 1) รูปแบบอุทยานเศรษฐกิจฐานความรู้เพื่อการพัฒนาสถาบัน 2) รูปแบบอุทยานเศรษฐกิจฐานความรู้เพื่อการพัฒนาท้องถิ่น/สังคม (เฉพาะทาง) 3) รูปแบบอุทยานเศรษฐกิจฐานความรู้เพื่อพัฒนาเศรษฐกิจ/เชิงประกอบการ (วิชาการ) และ 4) รูปแบบอุทยานเศรษฐกิจฐานความรู้เทคโนโลยีขั้นสูง/นวัตกรรม 4. กลไกการขับเคลื่อนอุทยานเศรษฐกิจฐานความรู้สำหรับสถาบันอุดมศึกษาในประเทศไทยประกอบด้วย 1) กลไกขับเคลื่อนด้านการบริหารจัดการ 2) กลไกขับเคลื่อนด้านโครงสร้างพื้นฐาน 3) กลไกขับเคลื่อนด้านความร่วมมือ และ 4) กลไกขับเคลื่อนด้านผลผลิต อุทยานวิทยาศาสตร์และเทคโนโลยีเป็นการจัดการวิจัยในสาขาวิทยาศาสตร์และเทคโนโลยีและสาขาสังคมศาสตร์และมนุษยศาสตร์ภายใต้สถาบันอุดมศึกษา โดยที่มีองค์ความรู้เป็นฐานที่มีโดยลักษณะการจัดการวิจัยองค์ความรู้เพื่อการสร้างมูลค่าและคุณค่า การปรับเปลี่ยนไปสู่อุทยานเศรษฐกิจฐานความรู้จึงมีความครอบคลุมลักษณะความเป็นนิคมวิจัยที่มีองค์ความรู้เป็นฐาน สอดคล้ององค์ความรู้ที่มีความหลากหลายสาขาและสภาพสาขาวิชางานวิจัย และคงบทบาทสนับสนุนพันธกิจของสถาบันอุดมศึกษา |
| Other Abstract: | The objectives of this research are to analyze the management of Science and Technology Park in foreign countries that support the roles of higher education institutions; to analyze the manage for information technology and innovation of higher education institutions in Thailand; to develop a model of a Knowledge Based Economic Park for higher education institutions in Thailand; and, to propose mechanisms of a Knowledge Based Economy Park for higher education institutions in Thailand. The methodologies of this research are as follows: collect data from a sample of the Massachusetts Institute of Technology, Cambridge University, Kyoto University, and National University of Singapore; and, administrators of 13 public and private higher education institutions; and, administrators of public and private higher education institutions at faculties, colleges, institutes of 13 public and private higher education institutions; and, administrators of 12 government agencies and private sectors; and, evaluation of the draft model and mechanism from experts. The research instruments were analyzes, documents, interviews, questionnaires, assessment form, and mechanisms. The analysis of the data was content and frequency analysis. The results of this research are as follows: 1. The management of the Science and Technology Park in foreign countries supports the roles and responsibilities of higher education institutions. In line with the missions of higher education institutions in teaching, research and academic services; as well as the role of higher education institutions for research in the development of economic, social and national institutions. 2. Management of information technology and innovation that leads to a Knowledge Based Economic Park of higher education Institute. Study in Thailand found that the National Research Universities have the highest demand for information technology and innovation leading to a Knowledge Base Economy Park. Followed by public university; and, private university, respectively, in agency management teaching, research, academic services and fostering arts and culture. 3.The models and levels of development of a Knowledge Based Economic Park for higher education institutions in Thailand can be identified into 4 models, namely 1) institutional development; 2) local development/social development; 3) economic development /entrepreneurial; and 4) advanced technology/ innovation. 4. Mechanisms for a Knowledge Based Economic Park of higher education institutions in Thailand consist of: 1) management mechanisms; 2) infrastructure mechanisms; 3) cooperation mechanisms; and, 4) product mechanisms. The Science and Technology Park is a research management in science and technology and social sciences and humanities of higher education institutions. Knowledge is a significant base of research management in terms of value add. The transition into a Knowledge Based Economic Park therefore covers the characteristics of a knowledge based research settlement. Corresponding to the body of knowledge in various fields and research disciplines; as well as maintaining the supporting role of higher education institutions. |
