| Abstract: | ศึกษาหาปัจจัยและระดับความสำคัญของปัจจัย ที่มีผลกระทบต่อการดำเนินงานของผู้รับจ้างงานถนนและผู้รับจ้างวางท่อประปา ในมุมมองปัญหาด้านการเงินและด้านการก่อสร้าง โดยใช้การวิเคราะห์แบบฟอลท์ทรี การวิจัยเริ่มจากการรวบรวมปัญหา สาเหตุ ที่เป็นอุปสรรคต่อการดำเนินงานของผู้รับจ้างก่อสร้างขนาดเล็กและงานวิจัยต่างๆ ที่เกี่ยวข้อง แล้วสัมภาษณ์ทั้งฝ่ายผู้รับจ้างก่อสร้างขนาดเล็กทั้งสองประเภท และฝ่ายเจ้าของงานภาครัฐ ทำให้สามารถวิเคราะห์ฟอลท์ทรีในเชิงคุณภาพ เพื่อหาปัจจัยที่มีผลกระทบต่อการดำเนินงานของผู้รับจ้างก่อสร้างขนาดเล็กได้ ส่วนการวิเคราะห์ฟอลท์ทรีในเชิงปริมาณได้ใช้แบบสอบถาม เพื่อรวบรวมข้อมูลความน่าจะเป็นและผลกระทบที่ตามมาของสาเหตุที่ทำให้เกิดปัญหา ข้อมูลดังกล่าวนำมาคำนวณหาตัวเลขความเสี่ยงชี้นำของแต่ละปัจจัย เพื่อใช้จัดลำดับความสำคัญได้ ผลการวิจัยพบว่า ปัจจัยที่จัดอยู่ในระดับความสำคัญสูงมากหรือสูงสำหรับผู้รับจ้างทั้งสองประเภท ได้แก่ ปัจจัยผู้รับจ้างขาดข้อมูลสำคัญที่ใช้ในการวางแผนทางการเงิน โดยเฉพาะความผันผวนของราคาวัสดุ ปัจจัยราคาต่อหน่วยขาดการปรับเปลี่ยนให้ทันสมัย ปัจจัยเมื่อตั้งงบประมาณกับเมื่อก่อสร้างจริงมีระยะเวลานานทำให้ราคาต่างๆ ได้ปรับตัวสูงขึ้นแล้ว ปัจจัยการเบิกจ่ายเงินค่าจ้างล่าช้าจากความซับซ้อนในระบบราชการ และปัจจัยแนวท่อสาธารณูปโภคที่ไม่ปรากฏในแบบ ปัจจัยดังกล่าวล้วนน่าเชื่อว่ามีโอกาสการเกิดสูง แต่ในแง่ผลกระทบที่ตามมาต่อผู้รับจ้างนั้น ไม่สามารถสรุปได้ชัดเจน การแก้ไขปัญหาที่ผู้รับจ้างขนาดเล็กทั้งสองประเภทจำเป็นต้องได้รับความช่วยเหลือจากฝ่ายเจ้าของงานภาครัฐ |
| Other Abstract: | The research aimed at identifying, by fault tree analysis, the factors and their significance levels affecting the performance of small-sized road contractors and small-sized pipeline contractors in financial aspect and production aspect. The methodology started with collecting from the literature the problems and causes that affect the performance of small contractors. Interviews from public owners and the two types of small contractors were evaluated qualitatively by fault tree analysis in order to identify the factors affecting the performance of the two types of small contractors. In quantitative evaluations, questionnaires were used to get data regarding the probabilities and impacts of the causes of the problems. The Risk Priority Number of each factor was computed in order to rank the significance level. The results revealed that the factor in the most or the second most significant level for two types of small-sized contractors are lack of important data for financial planning especially fluctuation in material prices, unit price updating, prices escalation during budget setting and actual construction, delay in payment and non-existence of public utility lines in drawing documents. These factors are believed to have high occurrence but the impact of occurrence are not conclusively clear.
