| Abstract: | การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อศึกษาความยั่งยืนของการดำเนินงานโครงการหนึ่งอำเภอหนึ่งโรงเรียนในฝัน และปัจจัยส่งเสริมและปัจจัยที่เป็นอุปสรรคของความยั่งยืนในการดำเนินงานโครงการหนึ่งอำเภอหนึ่งโรงเรียนในฝัน รวมทั้งแนวทางที่จะทำให้เกิดความยั่งยืนในการดำเนินงานโครงการ ใช้วิธีวิจัยเชิงคุณภาพ การศึกษาแบบข้ามกรณีระหว่างโรงเรียนระดับประถมศึกษากับโรงเรียนมัธยมศึกษาที่อยู่ในเขตเมืองและนอกเมือง จากกรณีศึกษาจำนวน 3 โรงเรียน เก็บรวบรวมข้อมูลโดยการสังเกตแบบมีส่วนร่วมและไม่มีส่วนร่วม การสัมภาษณ์แบบเป็นทางการ ไม่เป็นทางการ และแบบเจาะลึก การสนทนากลุ่ม การวิเคราะห์เอกสาร วิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหา สร้างข้อสรุปแบบอุปนัย และวิเคราะห์เปรียบเทียบแบบข้ามกรณี ผลการวิจัยพบว่า 1.ความยั่งยืนของการดำเนินงานโครงการหนึ่งอำเภอหนึ่งโรงเรียนในฝัน มีดังนี้ ด้านการจัดการเรียนรู้ พบว่า ครูมีการบูรณาการ ICT มาใช้ในการจัดการเรียนรู้แต่ไม่เน้นการใช้สื่อ ICTในการจัดการเรียนรู้ ด้านการพัฒนาแหล่งเรียนรู้มีการพัฒนาให้ดีขึ้นแต่ไม่ครอบคลุมทุกแหล่งเรียนรู้ ยังมีคอมพิวเตอร์ชำรุดและไม่เพียงพอต่อจำนวนนักเรียน ด้านเทคโนโลยีสารสนเทศมีการพัฒนาระบบเครือข่ายอินเตอร์เน็ตและระบบคอมพิวเตอร์ให้มีประสิทธิภาพแต่โรงเรียนระดับประถมศึกษายังขาดแคลนบุคลากรที่เชี่ยวชาญในการดูแลระบบคอมพิวเตอร์ ส่วนการพัฒนาบุคลากรด้านเทคโนโลยีไม่มีความต่อเนื่อง ด้านการบริหารจัดการ พบว่า โรงเรียนมัธยมศึกษาขนาดใหญ่มีโครงสร้างการบริหารชัดเจน เน้นการบริหารงานด้วยระบบคุณภาพ (PDCA) มีการบริหารงานแบบกระจายอำนาจ การบริหารงานมีเอกภาพ ส่วนโรงเรียนระดับประถมศึกษาการบริหารงานขาดเอกภาพ และด้านระบบของภาคีเครือข่ายทั้ง 3 กรณี พบว่า ผู้เชี่ยวชาญและพี่เลี้ยงไม่มีบทบาทในการสนับสนุนโรงเรียน โรงเรียนมัธยมศึกษาขนาดใหญ่มีผู้อุปถัมภ์โรงเรียนอย่างชัดเจนและต่อเนื่อง และในโรงเรียนระดับประถมศึกษาผู้อุปถัมภ์โรงเรียนมีน้อย 2. ปัจจัยส่งเสริมความยั่งยืนของการดำเนินงานโครงการหนึ่งอำเภอหนึ่งโรงเรียนในฝัน คือผู้บริหารมีภาวะผู้นำ มีวิสัยทัศน์ การเห็นความสำคัญของโครงการของบุคลากรทุกคน และ การเป็นศูนย์การเรียนรู้โครงการหนึ่งอำเภอหนึ่งโรงเรียนในฝัน 3. ปัจจัยอุปสรรค คือ บุคลากรไม่เพียงพอ ขาดแคลนงบประมาณ และครูมีปัญหาในการใช้สื่อเทคโนโลยี 4. แนวทางที่จะทำให้เกิดความยั่งยืน คือ การกำกับ ติดตาม ตรวจสอบ อย่างสม่ำเสมอ และการสร้างภาคีเครือข่ายด้านวิชาการอย่างจริงจัง |
| Other Abstract: | The purpose of this research were for study the sustainability of lab school project and including supportive and obstacle factors of the sustainability of lab school project and the way which help the project had sustainability. The research design was qualitative method used the cross-case studies between the elementary schools and secondary schools located in urban and suburban area. From the three selected schools in this case study. The data were collected by participant and non-participant obsearvation, and formal, informal and in-depth interview; besides, focus groups technique and documentary analysis. The data were analyzed by the method of content analysis, reduction of data, constant comparative study , inductive method and cross-case study. The research results were as following details : 1.learning management aspects, the teacher had integrate method about ICT media, but not used it in the class room, the learning resource development aspect had more development but inconvenience for the students, most school had developed about the information technology and communication aspects but the elementary school lacked the computer maintainable persons and uncontinuously development, the huge secondary had clear management, but the elementary school lacked unity management.Finally, the participation aspect, support after the schools evaluated the secondary schools had the sponsors, and the elementary schools had a few sponsors. 2.The supportive factors of the sustainability of lab school project were the ability in management, vision of the school administrators. In addition the participants had awareness in the significance of the project and the school were the learning center of the lab school project. 3.The obstacle factors were inadequate personnel, a teacher's problem about using ICT media and insufficient budget. 4.The approach that will make the sustainability was lab school all ways have monitoring from lab school center. |
