Abstract:	การวิจัยครั้งนี้มีวัตถุประสงค์ 2 ประการคือ 1) เพื่อพัฒนามาตรฐาน ตัวบ่งชี้ และเกณฑ์ในการประเมินหลักสูตรระยะสั้นสำหรับบุคลากรสายแพทย์ กองทัพเรือ และ 2) เพื่อพัฒนาและตรวจสอบคุณภาพ คู่มือการใช้มาตรฐาน ตัวบ่งชี้ เกณฑ์ และแนวทางการประเมินหลักสูตรระยะสั้นสำหรับบุคลากรสายแพทย์ กองทัพเรือ โดยใช้การวิจัยปฏิบัติการแบบมีส่วนร่วม ในการนำผู้มีส่วนได้ส่วนเสียเข้าร่วมในกระบวนการวิจัย ได้แก่ 1) กลุ่มตัวอย่างที่เข้าร่วมสนทนากลุ่มย่อยจำนวน 49 คน 2) กลุ่มตัวอย่างที่เข้าประชุมระดมความคิด จำนวน 17 คน 3) กลุ่มตัวอย่างที่ประเมินความเหมาะสมของตัวบ่งชี้ และเกณฑ์ประเมินระดับตัวบ่งชี้ จำนวน 391 คน และ 4) กลุ่มตัวอย่างที่ทดลองใช้คู่มือการใช้มาตรฐาน ตัวบ่งชี้ เกณฑ์ และแนวทางการประเมิน หลักสูตรระยะสั้นสำหรับบุคลากรสายแพทย์ กองทัพเรือ จำนวน 9 คน เก็บรวบรวมข้อมูลด้วยวิธีการเชิงคุณภาพ และเชิงปริมาณ โดยใช้แบบบันทึกการสนทนากลุ่ม แบบบันทึกการประชุมระดมความคิด แบบสอบถาม แบบประเมิน และแบบสัมภาษณ์ วิเคราะห์ข้อมูลเชิงปริมาณโดยใช้สถิติภาคบรรยาย ค่าพิสัยระหว่างคลอไทล์ วิเคราะห์ความเที่ยงด้วยวิธีการประมาณค่าสัมประสิทธิ์แอลฟาของครอนบาค ส่วนข้อมูลเชิงคุณภาพใช้ การวิเคราะห์เนื้อหา ผลการวิจัยสรุปได้ดังนี้ องค์ประกอบสำหรับการประเมินหลักสูตรระยะสั้นฯ ประกอบด้วย 3 องค์ประกอบหลัก ได้แก่ 1) ด้าน ปัจจัยนำเข้า 2) ด้านกระบวนการ และ 3) ด้านผลผลิต ประกอบด้วยตัวบ่งชี้หลักจำนวน 62 ตัว ตัวบ่งชี้เฉพาะ จำนวน 53 ตัว ประกอบด้วยเกณฑ์ประเมิน 2 รูปแบบ ได้แก่ เกณฑ์ประเมินระดับตัวบ่งชี้ และเกณฑ์ประเมิน ระดับคุณภาพ คู่มือการใช้มาตรฐาน ตัวบ่งชี้ เกณฑ์ และแนวทางการประเมินหลักสูตรระยะสั้นสำหรับบุคลากร สายแพทย์ กองทัพเรือ ที่พัฒนาขึ้นประกอบด้วย บทที่ 1 บทนำ บทที่ 2 เนื้อหาที่เกี่ยวข้อง บทที่ 3 กระบวนการ ประเมินหลักสูตรระยะสั้นสำหรับบุคลากรสายแพทย์ กองทัพเรือ บทที่ 4 มาตรฐานการประเมินหลักสูตรระยะ สั้นสำหรับบุคลากรสายแพทย์ กองทัพเรือ บทที่ 5 คำอธิบายมาตรฐาน ตัวบ่งชี้หลัก และตัวบ่งชี้เฉพาะ และ ภาคผนวก ผลการประเมินประสิทธิผลคู่มือดังกล่าว พบว่า ผู้ทดลองใช้มีความพึงพอใจต่อคู่มือด้าน อรรถประโยชน์ ด้านความเป็นไปได้ ด้านความถูกต้อง อยู่ในระดับมากถึงมากที่สุด และมีความพึงพอใจด้านความเหมาะสม อยู่ในระดับมากที่สุด ผู้ทดลองใช้มีความเห็นสอดคล้องกันว่าคู่มือดังกล่าว น่าจะได้รับการยอมรับจากผู้ที่เกี่ยวข้อง
Other Abstract:	The purposes of this research were 1) to develop the assessment standards, indicators, and criteria for short courses for medical officers of the Royal Thai Navy and 2) to develop and evaluate the quality of the manual of assessment standards, indicators, criteria and the method for short courses evaluation for medical officers of the Royal Thai Navy. The participatory action research was employed in this research in order to take the stakeholders’ participation including 1) forty-nine person to participate focus group discussion. 2) seventeen person to participate brainstroming. 3) three hundred and ninety-one person to evaluate the appropriateness of core indicators, specific indicators and criterias, and nine person to try out the manual of assessment standards, indicators, criteria and the method for short courses evaluation for medical officers of the Royal Thai Navy. The data were collected by qualitative and quantitative approaches by using record form for focus group, record form for brainstroming, questionaire, evaluation forms and interview schedule. The quantitative data were analyzed by descriptive statistics, inter-quatile rank, whereas qualitative data were analyzed by content analysis. The major findings were as follow: The components for evaluation of short courses for medical of the Royal Thai Navy were consisted of 3 main factors, i.e., input, process and output and 62 core indicators, 53 specific indicators. They were also consisted of 2 types of evaluation criteria, i.e., indicators criteria and qualitative criteria. The manual of assessment standards, indicators, criteria and the method for short courses evaluation for medical officers of the Royal Thai Navy were consisted of 6 chapters, i.e., 1) Introduction 2) Related contents 3) Evaluation process 4) Evaluation standards 5) Description of evaluation standards, core indicators, specific indicators, and Appendix. The users viewed that the developed manual were satisfied in terms of utility, feasibility and accuracy in the high to very high level. They also viewed that the developed manual were satisfied in term of propriety in the very high level. The users consistently viewed that the manual be accepted by related people.
