| dc.description.abstract | การวิจัยเรื่อง การประยุกต์ใช้การวัดผลเชิงดุลยภาพในการบริหารจัดการงานห้องสมุดคณะรัฐศาสตร์ จุฬาลงกรณ์มหาวิทยาลัย เป็นการวิจัยเชิงคุณภาพ มีวัตถุประสงค์เพื่อประยุกต์ใช้เทคนิคการวัดผลเชิงดุลยภาพในการปฏิบัติงานด้านต่างๆ ในห้องสมุด โดยอาศัยแนวคิดการวัดผลเชิงดุลยภาพของ Robert S. Kaplan และ David P. Norton ด้วยการกำหนดมุมมองในการประเมิน 4 ด้าน ได้แก่ มุมมองด้านลูกค้า มุมมองด้านกระบวนการภายใน มุมมองด้านการเรียนรู้และพัฒนา และมุมมองด้านการเงินและมีการดำเนินงานเป็นขั้นตอนต่างๆ ได้แก่ การวิเคราะห์ทางกลยุทธ์โดยการประเมินสถานการณ์ภายในและสถานการณ์ภายนอก (การวิเคราะห์ SWOT) การกำหนดวิสัยทัศน์ พันธกิจ วัตถุประสงค์ และกลยุทธ์ของห้องสมุด การทำแผนที่ทางกลยุทธ์ระดับห้องสมุด โดยกำหนดเป้าหมายและวัตถุประสงค์เชิงกลยุทธ์ในแต่ละมุมมอง การวิเคราะห์และกำหนดตัวชี้วัด รวมทั้งการศึกษาผลการปฏิบัติงานในปัจจุบัน เป้าหมายในอนาคต และโครงการหรือกิจกรรมที่จะต้องทำเพื่อแปลงและถ่ายทอดตัวชี้วัดและเป้าหมายไปสู่การปฏิบัติ และการทดลองเทียบเคียง (Benchamarking) กับห้องสมุดในกลุ่มสังคมศาสตร์และมนุษยศาสตร์ในจุฬาลงกรณ์มหาวิทยาลัย 5 คณะ ได้แก่ ห้องสมุดคณะพาณิชยศาสตร์และการบัญชี ห้องสมุดคณะครุศาสตร์ ห้องสมุดคณะเศรษฐศาสตร์ ห้องสมุดคณะนิติศาสตร์ และห้องสมุดคณะอักษรศาสตร์ ผลจากการศึกษาในครั้งนี้พบว่า 1. ห้องสมุดคณะรัฐศาสตร์ จุฬาลงกรณ์มหาวิทยาลัย ได้กำหนดวิสัยทัศน์ให้เป็นหน่วยงานภารรัฐที่ไม่หวังผลกำไร และเป็นแหล่งบริการสารสนเทศทางรัฐศาสตร์ชั้นนำระดับประเทศ 2. โดยมีพันธกิจ คือการสร้างความพึงพอใจให้แก่ผู้ใช้ เป็นผู้นำด้านบริการสารสนเทศทางรัฐศาสตร์ และให้บริการสารสนเทศประเภทต่างๆ อย่างมีประสิทธิภาพ บริหารจัดการให้บุคลากรมีขวัญกำลังใจในการปฏิบัติงาน รวมทั้งรับผิดชอบและให้ความสำคัญต่อการบริการสังคม 3. ผลจากการวิเคราะห์ SWOT พบว่ากลยุทธ์ระดับองค์กรของห้องสมุดเป็นกลยุทธ์รุกขยาย ส่วนกลยุทธ์ระดับธุรกิจได้แก่การเสริมสร้างการบริการของห้องสมุดให้เป็นห้องสมุดอิเล็กทรอนิกส์ (e-Library) อย่างเต็มรูปแบบด้วยเทคโนโลยีสารสนเทศที่ทันสมัยและมีประสิทธิภาพ | - |
| dc.description.abstractalternative | “Using the balanced scorecard in Political Science Library, Chulalongkorn University” is a qualitative research. The objective of this study was to implement the balanced scorecard adopted from Robert S. Kaplan and David P. Norton in Political Science Library. The balanced scorecard examined the entire organization from four perspectives: the user perspective, the internal process perspective, the learning and growth perspective and the financial perspective. Each perspective had strategic objectives, goals and activities, associated with it. There were many implementation processes. First we analyzed the situations that called SWOT analysis (Strengths, Weaknesses, Opportunities, and Threats). Next reviewed the library’s vision, mission and strategy map and clarified strategic objectives for each perspective. Then proposed the metrics that were specific, measurable, and balanced, analyzed the options for collecting the data and translated strategic issues into action plan. Benchmarking was chosen to measure and compare the work processes of our Library to 5 social and humanities sciences libraries in Chulalongkorn University: Faculty of Commerce and Accountancy Library. Faculty of Education Library, Faculty of Economics Library, Faculty of Law Library and Humanities information Center, Faculty of Arts. The results were then processed and summarized as follow:- 1. The vision of Political Science Library is:- non-profit organization and the leader in political science resources center in Thailand. 2. It’s missions are:- to satisfy the customers, provide deficiency information services, encourage the Library staffs and have social services responsibility. 3. In SWOT analysis, corporate strategy of Political Science Library is S-O strategy (Strengths and Opportunities) or matching approach and business strategy is to fulfill the Library into e-Library with high and efficiency technology. | - |
